USACE NCMP acquires high-resolution, high-accuracy topographic/bathymetric lidar elevation and imagery on a recurring basis along the sandy shorelines of the US. The program's survey footprint includes an approximately 1-mile wide swath of topography, bathymetry and imagery 500-m onshore and 1000-m offshore. The standard suite of NCMP data products include topographic/bathymetric lidar point clouds, digital surface and elevation models, shoreline vectors and both true-color and hyperspectral imagery mosaics. Value-added derivative information products may include laser reflectance images, landcover classification images, geomorphology features, and volume change metrics. USACE Headquarters initiated the NCMP in 2004. The program's update cycle follows counter-clockwise along the US West Coast, Gulf Coast, East Coast and Great Lakes approximately every 5 years. Surveys in support of USACE project-specific missions and external partners are included constituent to the current NCMP schedule and reimbursable funding. All work is coordinated with Federal mapping partners through the Interagency Working Group on Ocean and Coastal Mapping (IWGOCM) and the 3D Elevation Program (3DEP). NCMP operations are executed by the Joint Airborne Lidar Bathymetry Technical Center of Expertise (JALBTCX). The JALBTCX mission is to perform operations, research and development in airborne lidar bathymetry and complementary technologies to support the coastal mapping and charting requirements of the US Army Corps of Engineers, the US Naval Meteorology and Oceanography Command and the National Oceanic and Atmospheric Administration. Survey operations are conducted worldwide using the Coastal Zone Mapping and Imaging (CZMIL) system and other industry-based coastal mapping and charting systems. CZMIL is JALBTCX's current in-house survey capability that includes a Teledyne CZMIL system with simultaneous topographic and bathymetric capabilities. CZMIL is integrated with an Itres CASI-1500 hyperspectral imager and an 150 megapixel PhaseOne RGBN camera. CZMIL collects 10-kHz lidar data with spatially- and temporally-concurrent digital true-color and hyperspectral imagery.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

<stepDesc>Planned Areas: NCMP planned areas are based on a shoreline contour. The contour is buffered 500 meters inland and 1000 m offshore of the shoreline to depict the 1500 meter swath of data that is the intended coverage for the NCMP. This polygon is then split into shoreline segments that are 5 kilometers wide in the alongshore direction. Each polygon is attributed with details describing the intended coverage, including but not limited to planned collection date, state, sensor and accuracy specifications. They are provided to facilitate planning amongst USACE Districts and Federal partners.
In Progress Areas: NCMP In progress areas are based on planned flight lines that are grouped into flight blocks. Flight lines are planned as missions in the Optech CZMIL HydroFusion software's mission planning module. The missions are exported from HydroFusion in an xml file. A custom Python script executed in ArcToolbox loads the mission plan into JALBTCX's field database. GUID fields are used to facilitate relationships between the flight lines and other layers and tables in the field database (i.e. the Flight table). A custom Model Builder tool then groups the flight lines by flight block, computes a minimum bounding rectangle, and spatially joins the result polygon with a layer that delineates USACE District office locations in order to attribute the polygon with location-specific information. The In Progress areas are attributed with details describing the acquisition and processing of the data coverage. Details include, but are not limited to, acquisition year, flight block name, state, sensor and in progress status (flown, processed, edited, classified, qc, product production, and delivered). They are provided to communicate the status of data acquisition and production amongst JALBTCX, USACE Districts and Federal partners.
Acquired Areas: NCMP Acquired areas are based on final data coverage as depicted in a 5 meter resolution digital elevation model. The final elevation models are loaded into a Mosaic Dataset, from which the dataset boundary is computed utilizing the 'Radiometry' option. The result is a polygon that delimits the areas of data and no data. The polygons are attributed with details describing the final data coverage. Details include, but are not limited to, acquisition year, dataset name, state, sensor and URLs to data downloads at NOAA Digital Coast. They provide an authoritative inventory of all JALBTCX data acquired since NCMP began in 2004, and facilitate updates to the US Interagency Elevation Inventory.</stepDesc>
